David Chumchal serves as Department Manager for the Construction Engineering & Inspection (CE&I) Division. David has over 35 years of experience in this position with the City of San Antonio (COSA), specifically in construction/inspection and testing experience on a multitude of projects. David has a diverse background in roadway, drainage, and infrastructure design projects for the City of San Antonio and is very knowledgeable in the CE&I field.
